Romania’s road network and rovinietă
The rovinietă is Romania’s time-based vignette for national roads and motorways under CNAIR. The motorway network is growing (A1, A2, A3 and others), while much long-distance travel still uses national roads that also require the rovinietă.
Traffic is especially heavy around Bucharest and on corridors toward Hungary (A1) and the Black Sea (A2) during holiday peaks.
Bridges and extras
Some bridges and special crossings charge separate fees on top of the rovinietă. Do not assume a vignette covers every paid infrastructure item on your route.
Check your itinerary for known bridge tolls if you cross major rivers on long-distance drives.
What drivers should know
The product is digital and linked to the plate. Short periods (e.g. 7 days) suit transit; longer stays need matching validity.
Roadside and camera checks are used. Driving without a valid rovinietă can lead to fines that far exceed the vignette cost.

Are motorcycles exempt from the Romanian rovinieta?
Yes. Motorcycles do not need a rovinieta and can use all Romanian roads free of charge. This makes Romania one of the most motorcycle-friendly countries in Europe.
What is the fine for driving without a rovinieta?
Fines range from €50 to €940 depending on vehicle category. Automatic cameras detect license plates nationwide, and multiple cameras can issue separate fines on the same trip.
How long is the 7-day rovinieta valid?
From your selected start date plus 6 additional calendar days, until 23:59 on the 7th day. You can choose the start date during purchase — it can be in the future.
Does the rovinieta cover all Romanian roads?
It covers motorways (A), expressways, and national roads (DN) outside city limits. Municipal roads, county roads, and communal roads are free. Some bridges (like Fetești–Cernavodă over the Danube) have additional tolls.
Is there a physical sticker?
No. Romania has been fully digital since 2007 — one of the oldest digital vignette systems in Europe. Your license plate is entered into a central database.
Can I drive to the Transfăgărășan with a rovinieta?
The Transfăgărășan itself is a county road — no rovinieta required for it specifically. But you'll likely need a rovinieta to reach it via DN7 or A1 (national roads).
